It holds the treasury half of the genesis vest, 80% of every unsold-prime forfeit, and any LP donated to it, and it spends by exactly two routes — a proposal that passed a vote, and the miner rule that pays LP depositors a fraction of its PRIMES balance per day. There is no third path, and that is checkable by reading the contract's inbound set rather than by trusting this sentence.
